Yunlin County Continuous Emission Monitoring Systems(CEMS) Check and control Plan in year 2019

Absrtact
The project commenced on 13th August, 2019 with scope of works including the Continuous Emissions Monitoring System (CEMS) original signal online, inspecting compliance with online standards, the Relative Accuracy Test Audit (RATA) inspections and monitoring, the efficiency inspections on NO2/NO transformer, the OP inspections and holding the CEMS regulations explanation conference. The works completed during project’s period are summarized as followings: 1.Completing 5 times the CEMS original signal online, and factories all operated by the standards, therefore there were no abnormal operating action during the process. 2.Completing 11 times inspections of the compliance with flue regulations, and there was no fault to be immediately improved. Furthermore, reminding the factories to be aware of new managing regulations’ announcement, in order to revise and resend the proposals in time. 3.Completing one CEMS regulations explanation conference on 12th December, 2019, and explaining the first and second stage modification contents of managing regulations. Furthermore, presenting the CEMS website designed in 2018 and demonstrating to the factories that how to use it. 4.On online information inspection and online system & communication environment maintaining, the daily/monthly reports from each factory were all met to the managing regulations. The daily reports had to be delivered to EPB by 11 am, next day; and monthly monitoring reports had to be delivered by the 15th, next month. 5.Completing 5 times RATA inspections, and the results were met to the standards. Furthermore, the mass emission rate’s mean deviation of P201 (Mai-Liao Power) was larger than confidence coefficient, so need to be taken the Bias Adjustment Factor (BAF) modification; the O2’s mean deviation of P002 (Formosa Taffeta) was larger than confidence coefficient, so need to be taken the BAF modification; the O2 and CO’s mean deviation of PD01 (Formosa Mai-Liao Plant3) was larger than confidence coefficient, so need to be taken the BAF modification; the O2’s mean deviation of PT01 (Naphtha Cracking Plant, Formosa Mai-Liao Plant1) was larger than confidence coefficient, so need to be taken the BAF modification. 6.Completing 2 times monitoring inspections on the Naphtha Cracking Plant of Formosa Mai-Liao Plant1 (P401) and the flues of Mai-Liao Power (P201), all results were met to the equipment functional testing standards of managing regulations. 7.Completing 10 times efficiency inspections on NO2/NO transformers, including the Naphtha Cracking Plant of Formosa Mai-Liao Plant1 (P701), the ARO-3 of Formosa Chemicals & Fibre Corporation (PG01), the ARO-2 of Formosa Chemicals & Fibre Corporation (PP06), the discharged pipes of Formosa Mai-Liao Plant3 (PD01), the discharged pipes of Nan Ya Plastics in Mai-Liao (P001), the discharged pipes of Formosa Taffeta (P001), the discharged pipes of Sunny Friend (P002), the discharged pipes of Formosa Mai-Liao Plant1 (P05A), the discharged pipes of Mai-Liao Power (P201) and the discharged pipes of Formosa Mai-Liao Plant2 (P201), all results were met to the functional standards(≧90%).
